South Korea to Integrate Stocks and Bonds into Tokenized Securities Starting Next February

Financial authorities in South Korea announced a roadmap to tokenize traditional assets like stocks and bonds, aiming to bring them into the regulatory fold.
What Happened
Tokenization Roadmap: The Financial Services Commission of South Korea has unveiled a comprehensive plan to incorporate traditional financial assets, including stocks, bonds, and funds, into a blockchain-based tokenized securities framework. This initiative is set to officially enter the regulatory system starting in February next year.
Phased Implementation: The rollout will occur in stages, beginning with private placement tokenization for institutional investors and moving toward public offerings. The final phase aims to integrate stablecoins as a payment method to enable seamless on-chain settlement across the capital market value chain.
Market Oversight and Rules: New guidelines for fractional investments allow for asset pooling and the use of future revenue claims under strict investor protection measures. Furthermore, the authorities have capped annual net purchases for individual investors on over-the-counter (OTC) exchanges at 100 million KRW to mitigate risks.
Infrastructure Requirements: The policy introduces the 'Issuer Account Management Institution' status, allowing issuers to manage client accounts if they meet specific capital and internal control requirements. This move is designed to foster a digital capital market that connects issuance, trading, and settlement into a single efficient ecosystem.
