What Happened
Crackdown on Illegal Fuel: The Busan Coast Guard conducted a four-month special investigation into the illegal distribution of ship fuel starting in March. Authorities successfully apprehended 23 individuals and seized approximately 28 million liters of illicitly traded fuel, valued at 16.7 billion KRW.
Motivations for Crime: The investigation was launched in response to a surge in illegal activities involving tax-free fuel intended for foreign-going vessels, fueled by rising international oil prices following conflicts in the Middle East. The probe revealed that these illicit activities were further complicated by turf wars between competing distribution rings in the Busan port area.
Key Arrests: A 61-year-old individual identified as 'A' was arrested on charges of extortion and violating the Petroleum and Alternative Fuel Business Act. The suspect allegedly forced other distributors to purchase 1.5 million liters of illegal fuel in exchange for protection from being reported to authorities, pocketing 220 million KRW in the process.
Significance of the Case: This case marks the first instance where authorities have confirmed that illegal fuel distribution has evolved into organized turf wars between criminal groups at the port. The Coast Guard emphasized that they will continue to strictly monitor and prosecute such illegal activities to maintain maritime order.
