Demographic Crisis: Hsieh Chia-yi, Director of the Human Resources Development Department at the NDC, warned that Taiwan's total population could drop by 48% to approximately 12.15 million within 50 years. With the working-age population projected to shrink by 67%, the country faces an unprecedented labor supply challenge due to an aging demographic.
Policy Strategy: The government has launched a cross-ministerial strategy centered on three pillars: long-term fertility promotion, medium-to-long-term labor force upgrading, and short-to-medium-term recruitment of foreign talent. These measures are designed to mitigate the labor shortages resulting from the depletion of the demographic dividend.
Workplace Transformation: Increasing the labor participation rate of women and middle-aged/elderly workers is critical.
