South Korean Lawmakers Push to Expand Token Securities Assets

Finance · Investment Banks/Brokers · yonhap_finance · 2026-09-09

South Korean lawmakers are moving to amend the Capital Markets Act to allow non-monetary assets to be used for token securities, boosting market prospects.

What Happened

Legislative Push: Lawmaker Lee Kang-il of the Democratic Party has proposed an amendment to the Capital Markets Act to allow the issuance of beneficiary certificates for non-monetary assets. This initiative aims to expand the scope of token securities beyond current cash-based trust limitations.

Removing Market Barriers: Currently, issuers must rely on regulatory sandboxes or asset-backed securitization laws to tokenize assets like real estate or intellectual property. The proposed legislation would simplify these processes, providing a clear legal framework for diverse asset tokenization.

Bipartisan Support: With similar legislation previously introduced by the ruling People Power Party's Kim Sang-hoon, there is growing bipartisan consensus on the issue. The National Assembly's Political Affairs Committee is scheduled to review the bill on the 15th, with expectations for a smooth passage.

Market Outlook: If enacted, the law would enable the tokenization of a wide range of assets, including art, music copyrights, private equity, and unlisted stocks. Industry experts believe this will effectively address the 'product shortage' concerns ahead of the official STO system launch next February.
