Taiwan's legislature passed amendments to the Energy Management Act, mandating that new large-scale power users, including AI data centers, install on-site power or storage systems.
What Happened
Legislative Update: The Legislative Yuan has passed amendments to the Energy Management Act to enhance national energy resilience and management efficiency. The Ministry of Economic Affairs highlighted that the reform focuses on four key areas to modernize energy usage standards across the country.
Mandatory Power Requirements: To address the surging energy demand from AI data centers and the electronics sector, the new law mandates that large-scale new users install on-site power generation or energy storage systems. This measure is designed to reduce the strain on the public power grid and improve corporate energy self-sufficiency.
Enhanced Enforcement: The amendments empower local governments to delegate energy inspections to professional agencies, addressing previous staffing and expertise shortages. Furthermore, the legislation significantly increases penalties for non-compliance and allows for the public disclosure of violating companies to ensure stricter adherence.
Data Transparency: The reform introduces provisions for the public disclosure of de-identified energy sales statistics, aligning with international practices. This initiative aims to improve public understanding of energy consumption patterns and provide a data-driven foundation for future energy conservation policies.
