Current Demand Landscape: TSMC Senior Vice President Cliff Hou noted that while demand for 7nm technology in Europe is rising, the projected 300,000-wafer annual demand by 2040 is only sufficient to support roughly one fab. He emphasized that semiconductor manufacturing relies heavily on economies of scale, and a single facility may struggle with cost efficiency without broader regional demand.

Supply Chain and Infrastructure: Hou highlighted that suppliers prioritize long-term demand commitments over one-off investments when considering overseas expansion. He suggested that Europe could improve its investment climate by adopting a single-window administrative approach similar to Taiwan’s science parks to streamline regulatory processes and infrastructure support.

Strategic European Expansion: TSMC’s Dresden facility remains on track, with a primary focus on supporting the automotive sector. To ensure long-term viability, the company is actively fostering demand by providing design training, multi-project wafer resources, and technical support to European chip designers.

Talent and Ecosystem Development: TSMC has partnered with 80 European universities to implement semiconductor training programs and established a design center in Munich. By investing in local talent and design capabilities, the company aims to cultivate a robust ecosystem that can eventually sustain multiple manufacturing facilities.
