What Happened
Policy Success: The National Development Council, in collaboration with the Ministry of Finance and the Financial Supervisory Commission, has successfully directed private capital into national infrastructure through the 'Trillion-Dollar Investment for National Development' program. By relaxing 64 regulations and providing financial incentives, the government has seen over NT$115 billion in public-private partnership contracts signed in the first eight months of the year.
AI Infrastructure Milestone: The government has officially categorized AI computing centers as public infrastructure, qualifying them for significant tax incentives. This policy shift has paved the way for the country's first Build-Own-Operate (BOO) AI computing center project, which is expected to finalize a NT$43 billion investment contract by the end of the year.
Energy and Capital Integration: To address the power demands of AI, the government has included energy storage and green data centers under public investment guidelines, allowing insurance funds to participate with favorable risk weightings. These measures, supported by recent amendments to the Energy Management Act, aim to incentivize private investment in energy efficiency and grid stability.
Strategic Outlook: Looking ahead, the government plans to expand these incentives to include energy-related projects within science parks and integrate AI applications across sectors like healthcare and finance. By leveraging the AI computing center model, the administration aims to solidify Taiwan's position as a global hub for artificial intelligence and digital innovation.
